Firstly, place the file in your game folder NOT the data folder
steam\steamapps\common\skyrim

Once you’ve placed the file in your game folder and opened the game, type into the console
bat house

POOF! you have all the materials you’ll need to build your houses!

I hope this helps someone like me who after their 1000th playthrough can’t be bothered to get all the materials again!
